1.                    SUMMARY AND POLICY CONTEXT:

 

1.1             To receive any petitions submitted directly to Democratic Services or any e-Petition submitted via the council’s website.

 

2.               RECOMMENDATIONS:

 

2.2             That the Committee responds to the petition either by noting it or writing to the petition organiser setting out the Council’s views, or where it is considered more appropriate, calls for an officer report on the matter which may give consideration to a range of options, including the following:

 

§  taking the action requested in the petition

§  considering the petition at a council meeting

§  holding an inquiry into the matter

§  undertaking research into the matter

§  holding a public meeting

§  holding a consultation

§  holding a meeting with petitioners

3.               PETITIONS

 

3. (i)          Tichborne Street change of parking zone from Z to Y – Patricia Butler

 

To receive the following petition signed by 65 people at the time of publication:

 

“We the undersigned petition Brighton & Hove Council to revert Tichborne Street back to parking Zone Y

Tichborne Street used to be in zone Y but has been moved to Z. What were the reasons for this and why is North Place still in Zone Y?

Tichborne Street has unique access problems due to the shortage of roads with Residents Parking nearby there are only two other roads Portland Street and Spring Gardens. All roads South of Tichborne Street to the sea do not have residents parking they are loading bays. Therefore, to find a space we have to park West of Queens Road for the remainder of Zone Z.

On weekends and Bank Holidays Gardner Street is closed as is Upper Gardener Street on Saturdays. Therefore, finding a space is even more difficult with the one-way systems and road closures.

Tichborne Street is part of North Laine Conservation Area but with the current zoning we are classed as Central Brighton South.

We feel Zone Y is more accessible to us and would benefit the residents and our visitors”.

 

3. (ii)         Speed Bumps – Christine Aslett

“We the undersigned petition Brighton & Hove Council to install speed bumps on Coleman Avenue. Since working from home, it has become apparent that the 20mph speed limit is not adhered too. Our road is used as a 'through road'. We believe speed bumps would help alleviate this problem.”.

 

3. (iii)        Weed management on pavements and walkways– Daniel Matthews

 

To receive the following petition signed by 200 people at the time of publication:

 

“We the undersigned petition Brighton & Hove Council to effectively manage the increasing issue of weeds growing from the pavements and walkways causing damage to the pavements that will inadvertently cost the taxpayer and divert future funds for other projects. The weeds are dangerous in paces causing trip hazards and they are detrimental to the aesthetics of our city”.

 

3. (iv)        Foot and Cycle Path for Roedean Road and Traffic Calming– Craig Jones

 

To receive the following petition signed by 239 people at the time of publication:

 

“We the undersigned petition Brighton & Hove Council to create a footpath and put in place associated road calming measures on Roedean Road to improve access for pedestrians and cycles and to improve community safety. The footpath will join the existing path, which ends at East Brighton Golf Club to the west entrance to Roedean Crescent where no pavement currently exists”.

 

3. (v)         Traffic calming on Arundel Terrace– Russell Miller

 

To receive the following petition signed by 33 people at the time of publication:

 

“We the undersigned petition Brighton & Hove Council to install traffic calming measures on Arundel Terrace to deter speeding drivers from using the road as a rat-run.

Traffic along the Terrace has greatly increased since motorists and lorry drivers have discovered the Terrace provides an opportunity for them to avoid the pedestrian traffic lights on the A259 directly opposite Arundel Terrace”.

 

3. (vi)        Disabled Parking Access in City Centre– Mary Thompson

 

To receive the following petition signed by 42 people at the time of publication:

 

“We the undersigned petition Brighton & Hove Council to assess and improve the newly installed cycle lanes in the city centre/Laines against amount of removed disabled parking access. Assess and improve the safety for disabled persons emerging from vans/cars directly into cycle lanes on Hove Lawns. Reopen spaces currently closed to traffic to disabled badge holders, including but not limited to: Madeira Drive Enforce parking violations by fining those who park in disabled bays with no badge”.
